Confederation Of Outlying Systems

]The Confederation of Outlying Systems (commonly known as the COS) is a Confederacy of roughly 500 colonies among 439 Star Systems.

The worlds in the Confederacy are all assigned a sector of space their local government may rule, with minor legislating powers. On a planet/Moon/Colony level there is the Governor, who is elected by vote from the inhabitants. Upon a sector of space (of which there may be many "states") there is a Regional Governor in command of the area, he may take control of any group in times of emergency in his sphere, and is subordinate to the Chancellor directly.

The Chancellor and subsequent ministers rule on a Confederate wide level, being able to overturn any and all decisions made by these local and regional governors.

The Confederacy is a charter member of the TAIC

Religions: Most religions are tolerated but only ~20% of the population practice a religion. All sects of Planetary Relief are banned in COS space under the Religious Extremism Act.
Lifespan: Iron Womb humans: 200 years average, non-Iron Womb: 140 years Average.
Languages: First language: Solar (60.6%), Enlightenment (35%), Frontier Languages (3%) and Cerean Anglic (0.5%).

Roughly 60% of the population also speak a second language, representing the acceptance of many other cultures in Confederate society. These can be the major branches of Anglic, but it seems a large number of second language speaking citizens speak Cerean anglic as a second one, bringing the number of people in the COS who speak Cerean Anglic to a large number of 7 billion, rivaling the indigenous Cereans who speak the language. Reasons for this may be that Cerean Anglic is one of the adopted trading languages in the Terran Sphere, as it belongs mostly to Belters.

Mobile subspace relay stations provide faster than light communication, being able to move quite freely instead of being "clamped" down in one place, like communication stations.

Military Organisations

High command (HIGHCOM)
Purpose: Personnel behind the scenes that command forces in the field and plan military operations. It also controls all of the military (Army, navy etc) and the special sections although COI ignores most orders given by HIGHCOM.

COI (Confederate Office of intelligence) (Section 1)
The COI is the special Operations and Intelligence agency of the entire COS, having many subdivisions subordinate to it, all playing different roles to further the goals of the Confederation as a whole. The COI itself deploys COI agents who can work independently, part of a small team or in tangent with other subdivisions.

Special Warfare Operations (SPECWAROP) (Section 2)
SPECWAROPS in contrast runs all special operations, commanding most special forces in the Confederacy, with cooperation with High Command. SPECWAROPS works in tangent with the Confederate Army, Marine Corps and Navy for their missions for support and logistical aid.

Naval special warfare (NAVSPECWAR) (Section 3)
The Naval subdivision of COI. It is In charge of the stealth ship fleet and navy special operations.

Rangers (Section 4)
The armed land subdivision of COI. Made up of some of the best troops who are trained as rangers. They do assassinations, special op missions.

Marine special warfare (Section 5)
Special warfare Marines are a special subdivision that operate in stealth ships, they also serve as assault units for special operations, normally tagged with a COI Strikeforce or merged with a Ranger squad or platoon.

Internal Security Bureau (ISB) (Section 6)
The ISB is the internal agency of which protects the COS from many threats that could affect the workings of the Nation. This includes Counter-Terrorism, Counter-Espionage and Internal security.

Confederate Logistical Command (LOGCOM)
The Confederate Logistical Command keeps military units supplied utilising aircraft, ground vehicles and even large starship for large scale action. They keep soldiers supplied with Ammunition, Equipment, Food and anything from home to the servicemen. There are Logistical personnel in Confederate Land and star-bases, ships and Divisions.

The Confederacy began it's conception from Sol based colonists in 3092, when the Capital of the current Confederacy, Harvid, proposed a then loose alliance with a collection of other nearby colonies, these being Aril Prime, Rubanari, Gladshem and Cote Da Zur. At the time of inception, the colonies who began the alliance were considered some of the outlying systems of Terran space, thus the name Confederation of Outlying Systems came into being to be used as the term for their alliance. During the periods of increased colonization, the alliance grew, and when a considerable membership had been created, the alliance ratified a National Alignment Charter 3121, and declared independence from Sol.

From then on, birth of the nation was plagued with problems, mainly because of the significant proportion of secessionist movements in all of the colonies that pressured for independence of their respective colony, as a strong, central supranational authority was forming as the Confederacy expanded, the central power at first being held in the charter members of the Confederacy. As the Confederacy was relatively speaking, infra-structurally solid, this made conservative expansions possible, able to be regulated well in the now "Core" worlds. The second belt of colonies, that now inhabits the inner systems of the COS, were at the time frontier worlds.

In 3234, the Confederacy went through an economical crisis, the nation was on the verge of bankruptcy due to bad investments in colonial infrastructure that couldn't repay it's worth, Corporate collapses and with it sizeable Government assets and COS banks having financial difficulties. With some resistance, the government leader at the time, Alexander Lukas, turned to the three biggest and most wealthy Corporations in the Confederacy, Toyami Incorporated, Rotin Corporation and Chariot-Warhorse Industries. The Corporations bailed out the debts, and in turn gained significant government grants when the Confederacy had been fully recovered. It was slow progress, and even by 3245 the Corporations had significant inflluence on government policies, weary to the fact they held the economic status of the nation by a thin thread.

A few years later, the first major economic growth occurred in the Confederacy, and it seemed the COS was begining a period of rapid growth and expansion. But due to the rapid expansion of territory (most significant of which was the newly colonized planets of Kuiper V and Galodine, as well as the construction of several large space habitats) the Confederate Military was woefully inadequate, using outdated equipment and receiving insufficient funding. The Millitary Modernization Program (MMP) was activated in 3357 as a response, with the arms manufacturing Company Harold and Grahams Arms recieving a multi-trillion Credit to design and produce a new line of personal weaponry, and so the HG series of small arms began. On the other end of the Spectrum, Chariot-Warhorse Industries, already a well established ship and station building Corporation, was given the contract of overhauling the then Confederate Space Division (the precursor to the Confederate Space Corps. The Confederacy was making good progress, it had good diplomatic relations with the Solar Union at the time, and thanks to the assurance that the new COS economy gave, economically the Confederacy was prosperous. It was just after this time in 3359 that the Five-Point Address to the Confederate Senate was made by the members of dozens of colonies unhappy with the current social state of the nation. The Five-Point Plan adressed Healthcare reforms, Student Loans for Education, Income supplement for impoverished families, Tax Re-shuffling and the lifting of the ban on Trade Unions due to severe austerity measures in the past.

By 3405 the Five-Point plan had been officially completed by the Government under Chancellor Andrew Julles. The Five-Point plan was an important factor in establishing the COS as a Social Nationalist State that has Social Market system, as opposed to a Libertarian Capitalist system. Out of the Five-Point Plan emerged the Confederate Health Service (CHS), a publicly funded healthcare system. Unknowingly, Chancellor Julles created a system of healthcare that would be a permanent bedrock of Confederate Society for thousands of years.

Contemporary Life in the Confederacy

The Confederacy is quite possibly the largest type of governing body in the Galaxy, bar perhaps the Solar Union, although there is a blurring of how the SU operates, and thus most prefer to call the COS the "Largest Confederation in the Galaxy".

The COS recently has ratified a treaty with the Taurus Corporation, creating a full Economic, Political and Military alliance which means unrestricted trading and zero tariffs for both actors, shared political goals and the achievement of those and finally a shared Battelgroup program that ensures the protection of both actors. In relation to shared economic benefits, the Taurus Corporation largely controls that aspect as they have some of the best financial institutions available. In regards to the military aspect, command and organisation largely lies on the Confederate Command structure, as the COS highly prizes its military leadership and equipment. On the aspect of shared political power, their is a 50/50 share.

Because the COS is a Confederacy, all plants, moons and space habitats given the status of "colony" should be sovereign, and should be able to create legislation when appropriate. This is hard to achieve, and while the COS attempt has been in no way perfect, all member-states of the Confederacy enjoy a large amount of autonomy, required only to bend to the will of the "centralized authority" when the interests of the whole are in jeopardy, or for standard everyday procedures, such as taxes and the like.

Everyday life in the Confederacy differs, as a private citizen on Aril Prime, a core world, will enjoy all the amenities that the Confederacy has to offer, and can easily gain information and data from the central authority of Harvid. At the same time, this citizen should be more careful how they act, as being closer to the capital means a slight restriction on human rights, and thus will mean a restricted lifestyle to some degrees.

However, an agricultural worker on frontier worlds such as Bounty will enjoy a more idealistic life, as they can exercise any right they please, as law enforcement is usually out of date or insufficient on these worlds, so these citizens may be allowed a Lassez faire approach to life. At the same time, this citizen would be hard pressed to find consumer goods, as trade is hard to come on Frontier worlds, and they may have to use less advanced means of living their life, without holo-vids, new generation energy capture techniques and modern medicines.

Life in the Confederacy, in a nutshell, is different every where you go, as every world is diverse from one another.
